The Clean Water Rule passed in 2015 clarified jurisdictional scope for federally protected waters but is now being challenged. Whether it is upheld or not, the policy and management discussions it has initiated have potential far-reaching implications. A new study co-authored by Dr. Mark Rains and Dr. Kai Rains of the USF School of Geosciences provides a scientific rationale and policy options to enhance protection of the vulnerable waters covered by the rule.
